For all those who were asking about plane spotting at BIA ( including my self ), after many emails back & forth to various parties, finally the Civil Aviation Authority of Sri Lanka gave me the email address below of the Airport Manager, BIA.
Bad news! Hopefully other countries wouldn't follow this sort of restriction on plane spotters taking photographing aircraft.
As far a I know, It has been forbidden in UAE for ages. Several spotters already have been arrested for taking pictures.
That is why I always want to know to local law before taking pictures.

Is it usually trackable? I don't remember ever seeing US government planes on FR24 in the past... is it able to fly non-stop or will it have to land elsewhere to refuel? I know he is also going to East Africa on the trip

I am sure it will do a tech stop some place, or in the minimum, stop by a 'friendly' nation
