Usually as a transit pax and a foreign passport holder (which is in your friends' case exists), usually UL gives either a free exit pass into the country or airport lounge access or something BUT all sorts of such services will depend on his tickets fare class.
Most of the valuable transit services are given by UL if the pax is of a high fare class or booking classes with less restrictions and all.
Hence this is what i have according to my knowledge but u need to wait till someone else in this forum has an expert opinion.
The best thing is get your friends' PNR number and call UL office in Colombo and ask according to that specific reservation, what is available for a transit pax.
