What's the progress on the new Terminal at BIA?
I went through BIA on Sep 30th 2020 but didn't see any activity whatsoever. It was announced earlier that construction would commence in September. I hope that too has not been shelved like the LRT in favour of a Chinese funded project.

Sri Lanka to complete second terminal at Colombo Airport by 2023

Sri Lanka plans to complete the second terminal at Bandaranaike International Airport in Colombo before the end of 2023.
Construction work began in 2014 and the project was scheduled to be completed in 2017.
However, several components in the existing plan did not fit the requirements. As a result, construction did not proceed on schedule, causing a delay, Xinhua reported quoting local experts.
In an official meeting recently, Sri Lankan President Gotabaya Rajapaksa ordered officials to accelerate the construction work programme and complete the terminal in the next three years.
Economic Revival and Poverty Alleviation Presidential Task Force chairman Basil Rajapaksa was quoted by the publication as saying that the second terminal will be developed as a smart terminal with the technological facilities to meet the necessary requirements.
The new terminal will enable the airport to handle more than 15 million passengers per year.
It will also enable the airport to handle arrival and departure operations at separate terminals.
Bandaranaike International Airport, also known as Colombo International Airport, is located in the town of Katunayake to the north of Colombo.
Administered by Airport and Aviation Services (Sri Lanka), it acts as a hub for Sri Lankan Airlines and serves several international airlines.
The construction of the airport began in 1964 and was completed in 1967. It is the first international airport in Sri Lanka.

BIA Terminal 02 construction to begin in September; TAISEI Corporation is contractor for Project
September 2020 and it is expected to be completed within 3 years.
Under the project, a new multi-level terminal building, two new piers and a link course will be built. The ?Package A? consists of construction of new multilevel terminal building (Terminal 2) with an approximate floor area of 180,000 m2, where arrivals and departures are separated vertically, Pier no.2 and Pier no.3 with a link concourse, new parking apron and taxiways, elevated access roads, multi-story car park and public utilities. TAISEI Corporation, Japan, is the contractor for this project.

AASL gears up to start the ?BIA Terminal 2 Project?
A meeting was held on 13th July 2020 at the AASL Board Room with the participation of Major General (Rtd) G. A. Chandrasiri, Chairman AASL, Mr. A. Warushahennadige, Director AASL, Japan?s Taisei Corporation representatives, JAC representatives and Heads of the Divisions of AASL to confer the commencement plans of the project construction.
The officials discussed the matters related to workforce mobilization plans, foreign staff facilitation, and staffing of the Project Management Unit (PMU) at the meeting. Further, the officials discussed the passenger traffic arrangements to be implemented after the commencement of construction work.

Air Force Base to be Established at Mattala Rajapaksa International Airport

The Government has decided to set aside 200 acres to set up an Air Force base at the Mattala Mahinda Rajapaksa International Airport.
One of the main objectives of establishing the Air Force Base is to provide security to the airport and to provide accommodation to the Maritime Search and Rescue Squadron to carry out search and rescue operations within the Flight Information Zone.
The proposal was approved by President Gotabaya Rajapaksa at a Cabinet meeting held yesterday (15).

BIA new terminal launch in August
The construction work of the long-delayed Terminal II at Bandaranaike International Airport (BIA) is finally set to commence at the end of August after being held up for four years due to tender-related issues.
Airport and Aviation Services (Sri Lanka) Ltd. (AASL) Chairman Major General (Retd.) G.A. Chandrasiri, speaking to The Sunday Morning Business last week, stated that a final discussion between the construction company and Sri Lankan authorities will be held tomorrow (13) and that the foundation for the terminal will be laid at the end of next month. He said that changes have not been made to the original design of Terminal II or the earlier decision to award the tender to Taisei Corporation, a Japanese construction company. Accordingly, the new terminal will be built at a cost of $ 800 million and is expected to handle a passenger capacity of nine million as initially planned, bringing BIA terminals? total capacity to 15 million.

BIA new terminal project takes off with loan from Japan
The Bandaranaike International Airport?s new terminal is to be constructed by a Japanese company at a cost of Rs 108 billion, Civil Aviation Ministry Secretary S. Hettiarachchi said.
He said they hoped to complete the project in three years and the funding would come as a loan from the Japanese International Corporation Agency (JICA).
Japanese companies have been selected as consultants and builders.
The project had been delayed for more than four years following allegations that the engineering cost quoted was 43 percent more than the market price. However after negotiations the rates were revised.
About 200 Japanese are due to arrive in Sri Lanka for engineering work and supervision of the project.
With the construction of the new terminal, an additional nine million passengers could be handled a year raising the capacity from six million to 15 million. A facility to park 600 vehicles will be available after completion, the secretary said.
Meanwhile, the Katunanayake-Minuwangoda road will be closed when the construction begins next month. A special traffic plan will be put into operation in the area.

Sri Lanka signs new agreement with Japanese company for Bandaranaike International Airport (BIA) Terminal-2 Project

Mar 13, Colombo: Sri Lanka?s Airport and Aviation Services (Sri Lanka) Limited Thursday signed a new agreement with Japan?s Taisei Corporation for the second Passenger Terminal at the country?s main International Gateway - the Bandaranaike International Airport (BIA).
The much awaited and long overdue project to build a multilevel terminal building at the Bandaranaike International Airport will finally commence in three months and will be completed in three years said Airport and Aviation Services Ltd, (AASL) Chairman G.A. Chandrasiri.
The signing of the contract took place on 12th March 2020 in Colombo between AASL Chairman G.A. Chandrasiri and Managing Executive Officer, Taisei Corporation Keiji Hirano in the presence of Ambassador of Japan to Sri Lanka Akira Sugiyama.
Continuing the growth momentum of the country, the infrastructural capacities at BIA will be expanded contributing to the tourism and aviation industries.
Speaking at the event the AASL Chairman highlighted the strategic importance of developing the infrastructural facilities at strategically important places such as airports.
Further, the Chairman mentioned that the development programs are being implemented in line with the stipulated objectives of President Gotabaya Rajapaksa in his Vision for the country. Therefore, identifying the responsibilities timely by Prime Minister and the Minister of Tourism and Aviation, this development initiative materialized to ensure that the country?s development is people-centric.
At present, BIA is congested and it creates discomfort for the passengers, airport users, and all stakeholders. The new state of the art passenger terminal will have the capacity to handle 9 million passenger movements while total handling capacity at BIA to increase up to 15 million per annum.
The Project, along with other Re-modelling and Re-structuring initiatives at the present Terminal-BIA together with other four international airports (Mattala Rajapaksa International Airport, Colombo International Airport, Ratmalana, Jaffna International Airport, and Batticaloa Airports) will comfortably provide the infrastructure to cater for 20 million passengers in 2025, which is the target of the government of Sri Lanka, the AASL said.
Prasanna Ranatunga, Minister of Tourism and Civil Aviation, Mrs. S. M Mohamed, the Secretary to the Ministry of Tourism and Aviation, AASL, members of the Board of Directors of Airport and Aviation Services (Sri Lanka) Ltd, CEO &other Senior Officers of Taisei Group of Companies and the senior management of AASL were also present at this occasion.
