Yes this is extremely minor part of the project. For major part over 90% nothing is finalized including funding from JICA.I think it's "Remote Apron and Taxiways" under construction. Contract had been awarded in 2017.02 according to this. I saw a news item recently minister saying they'd started construction.

...
additional 17 bays are not going to help (unless they are used for Cargo)...imagine the boarding gates B1 - B6 which are already congested...how are they going to board...check in counters...baggage belts for additional aircraft. Japan donates Rs. 300 mn worth equipment to Sri Lanka's Colombo international airport

May 15, Colombo: The Japan International Cooperation System (JICS) under its economic and social development fund program, has donated airport machinery and equipment worth Rs. 300 million to Sri Lanka's Bandaranaike International Airport.
Japanese Ambassador, Kenichi Suganuma Monday (14th May) has symbolically handed over the consignment including vehicles and other technical equipment to the Minister of Transport and Civil Aviation Services Nimal Siripala De Silva.

The consignment includes five service vehicles, two ambulances, five, Air control room VHF systems, four communicable disease detection machines, and eight liquid explosive detection machines.

The Bandaranaike International Airport (BIA) has handled 9.5 Million air passengers in the year 2016, and as per the passenger forecast, it is anticipated that it will have to handle around 14.5 Million air passengers by the year 2020. Accordingly, the proposal made by Hon. Nimal Siripala de Silva, the Minister of Transport and Civil Aviation, to award the contract for construction of the ‘Remote Apron and Taxiways’ with a view to increasing the BIA accommodation capacity to 15 Million air passengers per year and developing the infrastructure facilities of the Airport implemented under the Bandaranaike International Airport Development Project (BIADP) - Phase II with the loan grant provided by the Japan International Cooperation Agency (JICA), as recommended by the Cabinet Appointed Procurement Committee, was approved by the Cabinet.

Hazama Corporation has been appointed as the construction contractor for Package B. In April 2017, construction work commenced on Package B. Construction works on Package B are scheduled to be completed in October 2019.

2019??? must be dreaming this phase is cancelled for nowConstruction works on Package B are scheduled to be completed in October 2019. Subject to the appointment of contractor on package A, construction works are expected to be completed in 2022.
The project involves the expansion of Bandaranaike International Airport, Katunayake, Sri Lanka.
The US$500 million project includes the following:
1. Construction of a new 180,000m2 multi-level terminal
2. Construction of two pier buildings namely Pier 2 and Pier 3
3. Construction of a 210,000m parking apron with 23 aircraft stands
4. Construction of access roads to GSE
5. Construction of three stub taxiways
6. Construction of 96 check-in counters,
7. Construction of eight baggage claim belts
8. Construction of seven baggage make-up carousels
9. Construction of 16 contact boarding gates
10. Construction of 28 passenger boarding bridges
11. Construction of six bus gates
12. Enhancement of incinerator, water treatment plant and sewage treatment plant capacities
13. Installation of safety and security systems

JICA does not disburse loan without proper project...most of the AASL profits are diverted to repay loan and maintain HRI
Transport and Civil Aviation Minister Nimal Siripala de Silva said a temporary terminal would be constructed within six months at the Bandaranaike International Airport to ease congestion. He said tenders for this purpose would be closed in June and the work would be completed by the end of this year. AFAIK the loan has already been disbursed by the Japanese. AASL is profitable and probably has the capacity to pay back the loan (although it may leave a lot to be desired in relation to its operations).The GOSL is out of money - they don't have $500 million just laying around.
None of this will be built anytime soon.
No money = no terminal. It's a very simple concept.

I think we can see Apron E and interim terminal are completed by end of 2019 . Hopefully these works completed ontime with good quality.The GOSL is out of money - they don't have $500 million just laying around.

Tourism Minister highlights the country needs more domestic airports as there are people who don’t want to waste time on the road.Lol, but why need a temporary terminal? Stupid idea, whereas they can continue to build the second terminal from now on and get it completed soon. I agree that the passenger count is increasing, so if they start the new terminal now, it can be completed quicker.
Ratmalana is also going to be made, as the Air Force have agreed to release 25 acres to expand the international operations, while keeping the Air Force base also stationed at Ratmalana with their hangars placed at different areas at the airport. Good to see Ratmalana also developing. But I hope that they will increase the facilities of the terminal area at Ratmalana.
“I think we need one in the central hill part of the country if possible, and in the north and also in the southern part of the country, and the airport in Ratmalana should be expanded and brought under the Civil Aviation Authority, because there are many airlines from India who want to come in with 80 to 90 passengers who could easily land at Ratmalana without going to Katunayake and getting congested,” Minister Amaratunga added.

A temporary terminal would be built at the Bandaranaike International Airport (BIA) in Katunayake within six months as a solution to the increasing congestion at the airport, He told Parliament that the contract undertaken by the Japan International Cooperation Agency (JICA) to build the second terminal at the BIA had to be cancelled as its estimate was 45 per cent higher than that of the government engineers.We will call for tenders again for the construction of the second terminal which will take another four to five years to complet The minister said they were studying the possibility of constructing the second runway at the BIA to cater to the increasing demand.
